Hong Kong and Macao Youth in Qianhai Hong Kong and Macao Youth Entrepreneurial Enterprises Entrepreneurial Incubators

Policy Content

1. Application Criteria：
Hong Kong and Macao residents under 45 years old with Chinese nationality; permanent residents of the Hong Kong or Macao Special Administrative Regions or Chinese citizens who have settled in Hong Kong or Macao and no longer hold mainland residency; possessing a college diploma (including associate degree or higher diploma from Hong Kong or Macao); signing a labour contract for more than one year with an employer in the Qianhai Cooperation Zone, with social insurance relations in the Qianhai Cooperation Zone at the time of application.

2. Conditions for Receiving Subsidies：
Hong Kong and Macao youth who first take employment in Qianhai after July 1, 2021.

3. Employment Subsidies：
PhD: CNY 8,000/month; Master's: CNY 4,000/month; Bachelor's: CNY 3,000/month; Associate Degree: CNY 2,000/month; Higher Diploma: CNY 2,000/month. The subsidy accumulates for no more than 3 years.

4. Housing Subsidies：
ThThe applicant, their spouse, and children under 18 years old do not own property in Shenzhen; not currently receiving Shenzhen's high-level talent housing subsidies, reward subsidies, or enjoying Shenzhen's housing security preferential policies or Qianhai's cooperative housing security services. A housing subsidy of CNY 1,000/month is provided, accumulating for no more than 3 years.

5. Living Subsidies：
A living subsidy of CNY 2,000/month is provided, accumulating for no more than 3 years.

6. Caring Services：
Relying on platforms such as "Qianhai Hong Kong and Macao e-Station", Qianhai International Talent Port, Qianhai Shenzhen-Hong Kong Youth Innovation and Entrepreneur Hub, Qianhai Hong Kong and Macao Enterprises Service Station, and Qianhai Hong Kong Youth Development Centre; providing employment and entrepreneurship services such as interview coaching, assistance in applying for talent housing, policy application guidance, investment and financing matchmaking, and market matchmaking; supporting Hong Kong and Macao youth employed and starting businesses in Qianhai to adapt to the mainland as soon as possible.
