Shenzhen Qianhai Authority
The Authority of Qianhai Shenzhen-Hong Kong Modern Service Industry Cooperation Zone of Shenzhen (Shenzhen Qianhai Comprehensive Bonded Zone Authority), referred to as Qianhai Authority, was established in February 2010. It is a directly affiliated agency of the Shenzhen Municipal Government. According to the overall development plan for Qianhai approved by the State Council and relevant regulations issued by Shenzhen, it is a statutory body that operates with enterprise management but does not aim to make profits, fulfilling corresponding administrative management and public service responsibilities and performing various duties entrusted by laws and regulations in Qianhai.

Shenzhen Qianhai International Talent Service Center was established on January 16, 2018, and is an institution under the Shenzhen Qianhai Authority. With the mission of improving talent service levels and optimizing the business environment, the center innovatively builds a convenient and efficient talent service system to accelerate the gathering of international talents and promote the construction of Qianhai as a national pilot zone for talent management reform.
